In 1999 legislation was introduced requiring companies that load, handle or transport dangerous goods to appoint a Dangerous Goods Safety Adviser.

The Dangerous Goods Safety Adviser must hold a Vocational Training Certificate and in order to discharge their duties and functions, they must have practical experience in the transport of dangerous goods.
